Is it possible in Linux (I use SuSE Linux 8.0) to set the cursor blink-
ing rate?  As I like a quite fast blinking cursor, I'd like to  ask  if
it is possible to set this cursor blinking rate globally, so the cursor
blinking speed would be the same for example in any  virtual  terminal,
in xemacs and in maple.

I  hope  it won't be necessary to twiddle around with terminfo or some-
such.
