 global shell environment variable

Is there a place i can place environment variables which all users include
automatically when they login in.

CVSROOT /usr/local/cvs gets automatically put into the environment for every
Rather than having to put CVSROOT in every .cshrc or .login shell.

I also found 2 other files csh.cshrc and csh.login.  What are they used for
Is there also anyway of telling what sort of shell one, eg., tcsh ?
Am new at this.  Is there some doco i could refer to ?

csh.cshrc is used for *every* instance of a csh interpreter: both interactive
(window) or not (script)
csh.login. is used during the login part of users having csh as login shell.

Every implementation of a shell interpreter has its way of using and positioning
startup scripts. Many also have logout scripts.
Methods also vary from OS to OS.
Shell documentation is a good starting point :
 man shell, ksh, sh, csh, tcsh, bash, zsh, ...
