server to get the highest speed when connecting with a 33.6 modem???

You'll have to experiment. I have a 28.8 modem, but found 24.6 worked much
better because of limitations in the PABX I connect through.

Also I found small packets were better for me, since my main need is to
telnet to the boxes at work to do remote admin.

Try some setting, and use a clock and a standard test to measure the
results, don't just go by feel.
