What does "Emulate a three-button mouse" do?

In article <mrjones-1706981842060...@user-37kbsun.dialup.mindspring.com>,

On Linux for Intel it meant that you would press both buttons on a two
button mouse to emulate the third. "mouseconfig" on PPC seems to do
nothing. As far as I know, it doesn't even know your ADB mouse is there
unless you are in X (in which case you would press option-1 or option-2
for the 2nd and 3rd buttons.
