 Kernal will not be moved

I am trying to rebuild the Kernel. But I can not do to an error:

tonyste# chflags  noschg /kernel
chflags: /kernel: Operation not permitted
tonyste#

I have tried with all the flags for chflags including nouchg
I don't what to do. Please help

 Kernal will not be moved

Did you do a config;make depend;make;make install? When you do the "make
install", make does move /kernel to kernel.old and places the new kernel
into /kernel.

    I found the problem is was kern_securelevel="1" in rc.conf
