How to set environment variable for global access?
My aging brain can't seem to recall how one sets an environment
variable such that the variables are available to all processses.

Not "export" which make the env vars available to child processes.

Can someone please jog my memory?  Thank you.

My understanding is that a child process can never change the
environment of its parent.  Any results have to be returned in some
other way, such as through a return code, file, or standard output.
