How do you run xvidtune?

Attempting to run it like ordinary commands, from the command line
prompt, yields "Error: Can't open display:"

Is it supposed to be launched from within a running X GUI (if so,
how)? Or is something misconfigured? (my configuration is such that
startx brings up a working KDE 800x600 using SVGA X server).

You run it from an xterm and it also shows up toward the end of a run of
XF86Setup.  With the setup of the video it gives the option to run xvidtune
at the end as I recall.  Sorry, I don't know KDE.
